Professional Background

With over 20 years of experience and a diverse trajectory in both the public and private sectors, Norman has built a strong reputation as a tax advisor with a clear focus on litigation. His international experience enables him to effectively guide both foreign and domestic clients in developing litigation strategies and protecting companies from unlawful actions by tax or social security authorities that may infringe upon their rights, assets, or property.

He has also worked with some of the most prominent international law firms, including Chevez Ruiz Zamarripa and Baker McKenzie, providing services in tax litigation and advisory.

In the public sector, he served at the Third District Court for Administrative Matters in Mexico City, where he collaborated on the drafting of rulings in amparo proceedings. He also worked at the Large Taxpayers Division of the Tax Administration Service (SAT), specifically within the General Administration for International Standards, where he contributed to the development of key interpretative criteria for multinational enterprises regarding their investments in Mexico.

Norman’s extensive experience in tax defense—combined with his unique perspective from both private and public sectors—enables him to provide truly comprehensive legal and tax advisory services.

Education

Norman holds a specialization in Tax Law from the National Autonomous University of Mexico (UNAM). He has also completed several postgraduate diploma programs focused on Anti-Money Laundering (AML) and criminal tax matters, particularly related to the criminal liability of legal entities, at the Mexican Center for Criminal Tax Studies, where he is currently a full member.

He has extensive experience in anti-money laundering compliance and is currently certified as a Compliance Officer by both the National Banking and Securities Commission (CNBV) and the Financial Intelligence Unit (UIF).
